Position Overview
SnapIT Solutions is seeking a Technical Business Analyst (IT BA) to support the State of Kansas HS EBIT team on its Comprehensive Child Welfare Information System (CCWIS) modernization project. This position serves as a key liaison between business units, HS EBIT, technical project teams, third-party vendors, and external partners for a large-scale enterprise systems integration effort.
The ideal candidate will be self-motivated, detail-oriented, and capable of navigating complex enterprise IT environments. This role requires strong business analysis leadership, experience working in agile or hybrid project environments, and the ability to translate business needs into functional and technical solutions.
Key Responsibilities
- Serve as the Lead Business Analyst on large-scale enterprise integration initiatives.
- Collaborate across business units, IT, third-party vendors, and state/federal agencies to capture and document requirements.
- Facilitate requirements workshops, stakeholder interviews, and work sessions to define business and technical needs.
- Analyze current systems, workflows, and data flows to identify opportunities for automation, modernization, and improved efficiency.
- Translate business needs into technical requirements, user stories, functional specifications, and acceptance criteria.
- Oversee interface/integration management and support system configuration and reporting (non-development).
- Contribute to solution design, interface specifications, data models, and technical documentation.
- Support data analysis and reporting using SQL, Power BI, and Tableau.
- Coordinate and support User Acceptance Testing (UAT) in collaboration with QA/Test teams.
- Manage requirements through version control, traceability, and change management.
- Document policies, procedures, and workflows as part of current and future state analysis.
- Communicate project requirements, agency policies, and procedures to all stakeholders.

- Requirements Management: Jira, Azure DevOps, Confluence, MS Planner.
- Process Modeling & Documentation: Visio, Lucid, MS Office Suite.
- Data Tools: SQL, Power BI, Tableau, Power Automate.
- Collaboration Tools: Microsoft Teams, SharePoint, Outlook.
- Project Environments: Agile, Scrum, or hybrid methodologies.
- Documentation: SDLC artifacts, functional/technical specifications.
Experience Requirements
- Minimum 4 years as a Business Analyst (BA), including at least 2 years in a Lead BA role.
- 4+ years analyzing and documenting business and technical requirements for systems integrations.
- Strong understanding of modern IT systems, data architecture, and cloud-based solutions.
- Demonstrated ability to collaborate with government agencies, business units, and third-party vendors.
- Experience in Agile, Scrum, or hybrid project environments.
- Preferred: Experience with state government or child welfare systems, particularly the Kansas DCF or KDADS.
Education Requirements
- Preferred: BA/BS degree in Business Administration, Management, Economics, Statistics, Mathematics, or Computer Science.
- Equivalent professional experience may be substituted for formal education as determined by the agency.
